What "BiS" means here: the headline set is the strongest complete setup under the raid support stated on each page. Assumed hit support is limited to faction-neutral raid effects (Totem of Wrath and Improved Faerie Fire); Misery provides damage support only, and racial party buffs like Heroic Presence or Inspiring Presence are never baked in. Specs whose headline set relies on that support also carry a Self-capped set that reaches its caps from gear and talents alone. Contested loot never changes the headline pick — who should actually take an item is answered by each slot's wear-when notes.

How these TBC BiS lists work

A TBC BiS list is only useful if it says what it assumes. Every list here states its raid support up front, shows the set's actual stat totals, and covers the alternatives for drops you won't win week one. All 28 raiding specs have a reviewed Phase 3 list.

Hit caps in TBC

Against a raid boss, special physical attacks stop missing at 9% hit (142 rating at level 70) and spells reach the attainable hit cap at 16% (202 rating). Talents and support cut the gear requirement — Totem of Wrath adds 3% spell hit and Improved Faerie Fire adds 3% physical hit — which is why each list names its active support.

Sets, not just slots

Loot priority
